REGULAR MEETING

AUGUST 4, 2014

The regular monthly meeting of the Jefferson Township Board of Supervisors was held on Monday, August 4, 2014 at 7:30 p.m. at the Jefferson Township Municipal Bldg., 487 Cortez Rd., Jefferson Twp., PA 18436. Call to order: Meeting was called to order at 7:30 p.m. by Chairman Lester L. Butler, Jr. Roll Call: Lester L. Butler, Jr., John H. Patterson, Jr., Paul T. Thomas, Coleen Watt, Attorney Donald P. Dolan. Public comment on agenda items: Matthew Pendrak asked Supervisor Patterson if he checked on the qualifications of Mr. Eber. Minutes of previous meeting: A motion was made by Paul T. Thomas second by John H. Patterson, Jr. to approve the minutes of the previous meeting. Aye carried. Treasurers report: A motion was made by Paul T. Thomas second by John H. Patterson, Jr. to approve the minutes of the previous meeting. Aye carried. Reports of officals and committees: Ambulance, Fire Company, Police, Road Department and Sewer Authority reports were read by Secretary, Coleen Watt. Unfinished business: A motion was made by John H. Patterson, Jr. second by Paul T. Thomas to appoint Jim Eber to the Jefferson Township Sewer Authority. Mr. Eber will replace William O'Brien. Lester L. Butler, Jr. abstained from the vote stating he is an employee of the Authority. Aye carried. Resolutions: A motion was made by John H. Patterson, Jr. second by Paul T. Thomas to rescind resolution 2014-6 Greenways, Trails and Recreation grant for $250,112.00. Total grant amount cannot exceed $250,000.00 JEFFERSON TOWNSHIP, LACKAWANNA COUNTY PENNSYLVANIA RESOLUTION NUMBER 2014-8 Pennsylvania Department of Community and Economic Development (DCED) Grant to Request funds through the Departments Greenways, Trails and Recreation Program (GTRP) to construction a walking / hiking trail within the Jefferson Township Municipal Park BE IT RESOLVED, That the Jefferson Township Board of Supervisors, Lackawanna County hereby request a Greenways, Trails and Recreation Program (CTRP) grant of $211,863 from the Commonwealth Financing Authority to be used to support the construction of a walking / hiking trail within the Jefferson Township Municipal Park. BE IT FURTHER RESOLVED, That the Jefferson Township, Lackawanna County Board of Supervisors hereby designate Mr. Lester Butler, Chairperson and Coleen Watt, Secretary as the Township Officials to execute all documents and agreements between the Jefferson Township Board of Supervisors and the Commonwealth Financing Authority to facilitate and assist in obtaining the requested grant. I, Coleen Watt, Secretary of the Jefferson Township Board of Supervisors, Lackawanna County, PA, hereby certify that the forgoing is a true and correct copy of a Resolution duly adopted by a majority vote of the Jefferson Township Board of Supervisors at regular meeting held Monday, August 4, 2014 and said Resolution has been recorded in the minutes of the Jefferson Township Board of Supervisors and remains in effect as of this date. IN WITNESS THEREOF, I affix my hand and attach the seal of the Jefferson Township, Lackawanna County, Pennsylvania this 4th day of August, 2014. A motion was made by John H. Patterson, Jr. second by Paul T. Thomas to adopt Resolution 2014-8. Aye carried. Action on bills: A motion was made by John H. Patterson, Jr. second by Paul T. Thomas to approve all outstanding bills and payroll. Aye carried. New Business: A motion was made by John H. Patterson, Jr. second by Paul T. Thomas to approve the Wilmarth lot improvement on Cortez Rd. Mr. Wilmarth combined two lots. Aye carried. Miscellaneous Business: Matthew Pendrak asked why Roadmaster Wallace did not submit a road report for July 2014. Will Keating asked where Mr. Eber received his qualifications regarding central sewer systems. He also asked why Mr. Eber hasn't attended any Township or Sewer Authority meetings. Barbara Medici asked the Board if they have contacted any of Mr. Ebers past employers and whether or not they have looking into any licensing he may have regarding central sewer systems. Lola Gaglio asked the Board if they did any sort of background check on Mr. Eber for drugs or criminal activity. Matthew Pendrak asked if Mr. Eber was present and how he found out about the opening on the Sewer Authority. John Peters asked if the Sewer Authority recommended a certain person to fill the vacancy on the Authority. Lola Gaglio asked the Board why they don't make a resolution to have background checks done for all prospective appointees. She also stated she has worked with Mr. Eber for 30 years and his experience in not in sewers. She does not feel he is the correct person for the job. Matthew Pendrak noted he has nothing against Mr. Eber, but feels Mr. McGee is the correct candidate for the Sewer Authority. Supervisor Patterson stated he spoke to Mr. Eber in depth regarding his qualifications. Mr. Pendrak notified the Board he feels they are making a mistake. Charles Keating asked Supervisor Patterson if he had any common sense and suggested he use it. Nancy Utter noted if Mr. Eber is so interested in the Sewer Authority why hasn't he attended any meetings. Lynne DeSando stated if we are the people shouldn't you be listening to us. Supervisor Thomas was asked why he is choosing Mr. Eber. Lola Gaglio asked what Wal-Mart distribution has to do with sewers. She feels it was an abuse of power appointing Mr. Eber. Will Keating asked if there was a copy of Mr. Ebers resume. Will Keating asked why the police department isn't being housed in the Township building. There being no further business a motion was made by Paul T. Thomas second by John H. Patterson, Jr. the meeting adjourned.
